BOARD OF LICENSURE OF WATER SYSTEM OPERATORS

June 14, 2007 Meeting

Called to Order: 

 

The meeting was called to order at 9:10 A.M.

 

General Administration:

 

Approval of Minutes:  Alan Frasier made the motion to accept the March 2007 minutes and Chris Crovo 2nd the motion.  Passed

 

Donald Paradis, Guest  had a question for the Board on ABC exam question regarding how often changing the password on your computer is required.  Terry Trott has checked the study information materials.  Don, also has presented materials and feels the Board could accept the fact the question has not a single answer as being correct nation wide.  The answer that Don gave on his exam is correct by other references and the Board respects the sources. They will ask ABC for guidance. The Board will wait for ABC’s answer.

 

Terry has pulled the question from the exam.  ABC has a “need to know criteria” on their web site.    

 

The “tier” study material relating to regulations should be studied by class 2 and up and supplemental materials are needed.

Operator Update:

 

System Compliance:  32 systems are not in compliance for a number of reasons. 

 

FIT (Field Inspection Team) will be taking over the system compliance.  DO forms (designator operator form) and system classification. 

 

Operator Compliance:  A system has changed hands and they have new Designated Operator form for the system.  A previous operator feels he is still the operator and is trespassing. 

 

Drinking Water Program News:

 

            Clough Toppan is retiring from the Division of Environmental Health as director.  Nancy Beardsley will be in the acting capacity position.

 

            Mary K Tufts has taken a position with the DWP and will be on the FIT (Field Inspection Team).  That position was previously held by Erika Bonenfant.

 

            Amilyn Stillings has accepted the position as Inventory Coordinator.  Her previously held position was CET ( Compliance & Enforcement. 

 

            Interviews will be held next week for the compliance officer position previously held by Amilyn.

 

Exams June 26 and 28:

 

The June exams will be held at the Augusta Armory on the 26th, with 38 examinees and 30 examinees in Portland on the 28th.   

 

Old Business: 

 

            Rules:

 

The new Rules have been signed and are posted on the web site.  We have already had calls from out of state for copies of our Rules.

 

SWOCS:

 

            The new SWOCS program is moving right along.  We now have room on the server and Mary Bixby will be setting the new program up for us to use.  So, we should have a trial run with in 2 weeks. 

 

Annual Report:

 

As of July 1, 2007 Terry will send the annual report to EPA.  98.7% are in compliance. 

 

           

Exam Application  Review:

 

Terry had the Board go over the new revised forms.  Most of the forms needed updating.  They were accepted by the Board with guidance as to the questions on criminal violations tabled and there is a desire to have Paul Gauverou’s  input.

 

The Board accepted the new exam applications with just the state seal on the header.  They will replace the old forms immediately.

 

Point System Guidance was revised as of June 14, 2007.

 

TCH Approval:

 

2007 Northeast Water Science Forum:   is offering training on Pharmaceuticals and Personal Care Products.  The Board has read over the information submitted and accepted the seminar with 5.5 TCH the first day and 6 TCH’s the second day.  Accepted by the Board.

 

Water Solutions Training Videos:  is offering training videos that are $499 per CD and Rebecca has review these and found the videos are repetitive.  Denied by the Board. Although the training is very good the Board has no means of proctoring the exam. The program would be approved should a supplier or utility wish to offer the training and proctor it.

           

Exams location:  The Board has had a request to have exams proctored in other locations or to be proctored by training organizations.  The Board denied both requests.
