BOARD OF LICENSURE OF WATER TREATMENT PLANT OPERATORS

May 23, 2008 Meeting

Called to Order: 

 

The meeting was called to order at 9:10 A.M.

 

General Administration:

 

Approval of the February 21, 2008 minutes,  Motioned to approve the minutes and 2nd the motion.   After one correction the minutes were accepted.  Passed

 

  1. Financial Report: Current balance is $8453.00.  Income from exams and renewals was $2490.00.

 

2. Operator Updates:

a) System Compliance;      19 under non compliance

9 systems not in compliance

                                                3 are pending

                                                10 are proposed

2-3 are hiring Do or taking a June exam

 

b) Terry reported that a Class II system with arsenic treatment chlorinator was found off by the contract operator with the check valve installed backwards.  Field staff, owner and operator are getting the plumber involved.  The plumber was operating without a license. No complaint to the board at this time as the Drinking Water Program is handling it internally.  Board statues may bring complaint to Attorney General, NOV from Terry in the past for similar situations.

 

            1) Several individuals from the Penobscot Indian tribe took training and ABC exams. Individuals who passed will are apply for reciprocity to Maine.

            2) A Southern Maine daycare center released their contract operator choosing not to comply with the DWP rules only the Daycare regulations due to the expense.  DWP is working with them to come into compliance.

 

c) TCH Review:   Terry has received four trainings for the Board to reveiw for relevancy: Effective Management Practices for Supervisors and Operators, Fundamentals of Supervisory Management  the 19th Annual Hazardous Material Conference and EPA Sampling Hazardous Materials.

 

Leanne Hanson from JETCC stated the instructors are wastewater and water operators and the knowledge and material where similar regarding the first two trainings.  After discussion among the Board Chris Covo made a motion to accept the training retroactively once the follow up documentation was submitted.  Gregg Kidd 2nd the motion. Passed.  The other two trainings were reviewed and approved.

 

Steve Levy from MRWA wanted the Board to review the agenda for MRWA annual meeting.  The Board approved the agenda but requested clear titles of the sessions.

 

4) Exams June 24 in Augusta –Trevor Hunt and David Bartlett will proctor. In Portland Chris Covo and Kerry Smart will proctor.

A variety of exams are being taken which includes several Direct Entry and a few Operators-in -Training at higher levels.

 

Old Business

5) SWOC will be migrated June 27. The staff hopes to be using the program in July.

 

6) Dan Lavesseur attended his first meeting and Rebecca will assemble a book for him.

 

7) Policy Review:  Policy for Awarding Training Contact Hours for Exams was reviewed the Scope now reads: Applies to all operators holding active licenses prior to examination.

a) The draft Policy for Renewal Training Courses for Water System Operator Recertification was given to the Board for review and a more defined process will be decided at the next meeting.

 

New Business

 

ABC Treatment II and Distribution IV exams is completed and returned to ABC.

 

The Annual Review due in July will be completed and made available to the public.

 

Terry will attend the New England Operator Certification meeting June 6.

 

The ERG grant ends November 1, 2008.  Maine has used all of the funds providing exams, training and licenses to the small systems under 3300 persons.  It does not appear the EPA will extend the ERG grant.

 

Chrs Crovo made a motion to adjourn and Terry Trott 2nd the motion.  Passed. The meeting adjourned at 12:00 P.M.
