Call to Order:
Meeting
was called to order at 9:05 AM.
Approval of June
5, 2007 meeting minutes:
The
Commission made a motion to approve the June 5, 2007 minutes with one correction. Passed.
Up Date on
Sheriffs Contract:
Approved and ready to implement.
Update on Appeals:
Wells Unlimited - Doug Wright: On hold waiting for Commissioner action.
Rachel Charette vs Kevin Levesque Well Drilling: An appeal between
the two parties is still in the Superior Court process. The Commission has
received the legal brief for Kevin Levesque Well Drilling case. The Well Drillers Commission has until
August 3, 2007 to file its responsive brief.
Complaints and Questions:
Kenji DeLige: A property owner, he is concerned with a
subdivision being approved with small lots. He questioned variances and set backs. There is nothing in these concerns that
is within the authority of the Commission.
David Braley will send a letter to the town Planning
Board regarding well setbacks and the Rules.
The Commission
received a complaint: An
advertisement which states “Well Points and Water Pumps” was
provided to the Commission. This
person is not licensed to do either.
The Well Drillers Commission is required to license and regulate
individuals and companies that install pump systems and well points.
This will be turned over to the Attorney Generals Office.
Update on
Complaints:
Douglas & Brenda Adams vs Bill Knowlton Well Drilling: On Hold. Will contact the driller or owner for an
update.
Don Fries vs Woodsome Well Drilling: The corrective action has been completed.
Third well was drilled and completed. Closed pending water test results.
Cheryl Oldfield vs Gary Adams Well Drilling: Water test was fine. The points accumulated will be
maintained and the fine is waived because the driller completed corrective
action within 30 days. Closed
Cecil Fogg vs Bill Knowlton Well Drilling: The driller’s response was reviewed by the
Commission. Marc Loiselle made a
motion the original corrective action stands, well #2 must be repaired or
abandoned with new well drilled by July 16, 2007. However, if Mr. Knowlton and Mr. Fogg
can agree to use well #1 and the Commission receives in writing notice from Mr.
Fogg confirming this, the Commission will extend the corrective action deadline
by 30 days for bringing well #1 on-line with no added cost to Mr. Fogg. Glenn Dyer 2nd the motion
Passed 6 to 1. David Braley
commented that he believes that the homeowner shouldn’t have absolute
authority for choosing to use well #1 if it is an appropriate option.
Douglas Belfour – Merl “Sam” Dunham Well
Drilling: This case will be turned
over to the Attorney Generals Office should it be found that Mr. Eaton was
working without a license or beyond the allowed scope of his license. Ike Goodwin motioned for David Braley to
send a letter requesting information on what Mr. Eaton did when installing the
pump in Mr. Balfour’s well (did he also install the liner and seals). Glenn Dyer 2nd the
motion. Passed
Judith (Scotty)
Folger vs Carmel Well Drilling Inc: The problem is sediment in the water and
the filter needs changing weekly.
The water test show high PH and slightly elevated iron. David made a motion that no violation
was found with the construction of the well. Advice was given to Ms. Folger regarding
treatment options. Ike Goodwin 2nd
the motion. Passed
Sandy Forde vs D
& M Well Drilling Inc: Separate
water tests show significant differences in water quality over time. Dean Getchell will inspect the well.
John Doe vs
Woodsome Well Drilling Inc: No violation of the Well Drillers
and Pump Installers found. Closed

Ms. Black moved into her home in October and the well went dry in
