Call to Order:
Meeting
was called to order at 9:05 AM.
Approval of January
9, 2007 meeting minutes:
Ike
Goodwin made a motion to accept the minutes of the January 9, 2007 meeting with
changes and Don Robbins 2nd the motion. The proposed corrections were:
The
minutes should note that under the case on Wells Unlimited, third paragraph. The fourth sentence was changed from
stating that the liner will be “replaced” to saying it will be
“modified” with 40 PVC pipe with “double” Jaswell type seals placed below the current casing seal.
Under
Charlie Andrews, the second sentence should read: Mr. Dunham corrected the problem by
drilling a 3rd well and abandoning the previous wells before Dean
Getchell did the inspection. In the second paragraph, Ike Goodwin made a motion
to send Mr. Dunham a letter stating that subsequently when complaints are filed
no modification shall be done until approved by the Commission. Approved
In
the Don Fries vs Woodsome
complaint section all motions need the 2nd’s referenced, and the points against Wells Unlimited are also applied to the driller, Mr.
Wright.
The
Paul Jones Specialty Well approval should state that a minimum of 120 feet of
casing is required, not 12 feet.
Up Date on
Sheriff:
David Braley added one section to the contract with
the Sheriff department on how the payment will be made. The Commission is now waiting on the
final step on approval of the contract with the sheriff department.
Case
Concerning Wells Unlimited:
Doug Wright has time to submit
an appeal. The case is on hold
until the March 6, 2007 meeting.
Update on
Complaints:
Dan Staples vs Knowlton Well Drilling: On hold
until the March 6, 2007 meeting, a new survey was requested to demonstrate the
location of the well.
Rachel Charette vs
Kevin Levesque Well Drilling: David Braley and Paul Gauvreau were in
Charlie Andrews vs Merl
“Sam” Dunham Well Drilling:
Dean Getchell’s report confirmed Mr. Dunham had hired Mr.
Ted McLeod to abandon the two problem wells on the property of Charlie Andrews. Closed.
Scott & Jessica Pomerleau vs Woodsome Well Drilling: Dean Getchell’s
report stated a replacement well was drilled and the abandonment of the first
well was completed. Corrective action completed.
The Commission is now waiting for a letter of appeal
or the fines to be paid.
Don Fries vs Woodsome Well Drilling: The Commission is waiting confirmation
from Woodsome Well Drilling that the corrective
action has been completed. Dean
Getchell will inspect the completed work.
The Commission is also waiting for a letter of
appeal or the fines to be paid. On

New Complaints:
Rodney Damon vs Gerry Hill Well Drilling: Mud was coming through the faucet and
the pump is plugged. Currently no
water flow at all.
The Commission was able
to respond to the case quickly.
Dean Getchell was sent to inspect the well. Mr. Hill and Mr. Damon were notified and
attended the inspection.
A video made of the
well inspection was viewed by the Commission and showed that the casing seal is
leaking. Bedrock at the base of the
casing down to
100 feet is very broken and fractured, with fractures at 44, 59, 68, 71, and 90
feet. The limit of the inspection
was 100 feet down the well. The
pump is stuck in sediment. Water test taken.
On
hold waiting for driller’s response and comment at next meeting.
Specialty Well Applications Approved for
December:

Cory W Richardson request to sit for the Journeyman Pump
Installer exam. Glenn Dyer
made a motion to accept the request and David Braley 2nd the motion. Accepted by the
Commission. Ike
Goodwin did not participate in the voting.
Kevin Kirby request to sit for the Journeyman Well Driller
exam. David Braley made a
motion to accept the request and Ed Bowie 2nd the motion. Accepted by the Commission.
John Bibber request to sit for the Master Pump Installer
exam. The master pump
installer Mr. Bibber work under has been confirmed. Accepted
by the Commission.
