When Congress passed Amendments to the Safe Drinking Water Act in 1996, it authorized the U.S. Environmental Protection Agency to set up Federal Capitalization Grant Funds totaling one billion dollars each year from 1995 to 2003. Since that time, Congress has appropriated the following amounts: in 1997 - $1,275 billion; in 1998 - $725 million; in 1999 - $775 million; in 2000 - $820 million; and in 2001 - $823 million. From this funding, Maine has received a total of $34,995,300 in federal funds and has matched these with $6,999,060 in state funds. Maine's allotment of money for 2000 is $7,757,000 and for 2001 is expected to be $7,789,100. A State's allotment of funds will never be less than 1% of the total funds for any given year. This federal money, combined with state match money, blended bond sale money and repayment money, will allow the Maine Drinking Water Program (DWP) to finance approximately 28 projects totally approximately $16 million dollars of water system capital improvements with 2000 funds. Funds will be available in the form of low interest loans (currently 2% below market rate). Further assistance could be in the form of principal forgiveness for water systems that are determined to be Disadvantaged Community Water Systems. The Drinking Water State Revolving Fund will be administered through a combined effort of the Department of Human Services and the Maine Municipal Bond Bank (MMBB). The Drinking Water Program is the Lead Administrator for the Program. Our responsibilities include project management and technical support as well as oversight of all Program activities. The MMBB is the Financial Administrator for the fund. Their responsibilities include all oversight of the loan application process and tracking of all moneys to and from the fund. A portion of the federal grant is set aside each year from the revolving project loan fund and used for non-project activities. Those activities include source water protection programs, technical assistance to small systems, a revolving loan fund for source water protection land acquisitions, system planning grants and source water protection planning and implementation grants.
