Rights in Outpatient Settings - Freedom from Seclusion and Restraint

Recipients shall not be held in locked seclusion in an outpatient setting. Holding techniques shall only be utilized in outpatient settings pursuant to rules to be jointly developed by the Department of Health and Human Services.
