Services
The Office of Elder Services promotes programs and services for older adults, their families
and for people with disabilities. These programs and services are coordinated by the programs/units
listed below. Some of the more frequently requested services are listed to the left; you may also want

Programs/Units
- Adult Protective Services Investigates allegations of abuse,
neglect or exploitation of adults age 18 and older. Provides protective services,
petitions Probate Court to become public guardian or conservator for incapacitated
individuals who cannot direct their own affairs. Manages assets of public wards
and develops specialized housing and other services. Coordinates Office of Elder Services activities under the AMHI Consent Decree. Trains other health
care, social service and law enforcement agencies. Program serves 3,600 people
annually, including over 800 in public guardianship/conservatorship. Adult Services staff adhere to
the Code of Ethics of the
National Association of Social Workers

- Long Term Care: Manages programs involving home
health and other supportive services to 4,100 elderly and disabled adults in order
to avoid or delay nursing home placement. Programs include: Home Based Care; Alzheimer's Respite; and Medicaid Waiver
for Elderly and Adults with Disabilities, and the Long-term Care Ombudsman Program. Manages statewide pre-
admissions assessment of all nursing facility applicants through a contract with
Goold Health Systems. Community Options Unit helps consumers and their families'
problems.

- Policy, Planning and Resource Development:
The Resource Development Unit supports the work of OES, providers, and advocates in planning
for and responding to the changing demographics and needs of Maine’s aging population.
Activities of this unit include:
- Develop and implement a State Plan on Aging, as required by the Older Americans Act and state legislation.
- Oversee and manage the assessment of needs of elders and incapacitated and dependent adults.
- Identify and develop resources available to address these needs.
- Collect, maintain and disseminate knowledge, data and statistics related to Maine’s aging population.
- Monitor the impact of federal and state legislation and rules, on the needs and resources of OES.
- Analyzes and interprets data from research, studies, meetings and other sources and collaborates with policy makers, decision makers and funders in the formulation of policies and strategic plans.
- Administers and manages budgets and grant programs to help develop necessary resources and programs.

- Community Services: Supported primarily with federal Older
Americans Act funds, provides home delivered meals, outreach, information and
assistance, transportation, employment, volunteer, public education and legal
services to 42,000 people annually through the five Area Agencies on Aging and
Legal Services for the Elderly, Inc. Also includes Congregate Housing Services; Adult Day Care; Homemaker
Services, as well as federal demonstration grants
for Alzheimer's services and health insurance counseling.
