MaineCare Benefits
MaineCare provides health care coverage to people who meet the
MaineCare Program's financial guidelines (income and asset).
Financial eligibility is determined by the Department of
Health and Human Services (DHHS) requires everyone who wants
DHHS to provide or pay for services to apply and enroll in
MaineCare if they are eligible. People can get a MaineCare
application by calling or visiting any DHHS regional office.
Most MaineCare members get the full benefits package. The package includes, but is not limited to, the following benefits:
physical exams, immunizations, behavioral health services, occupational therapy, physical therapy, speech therapy, in-patient
and out-patient hospital services, transportation, and prescriptions.
In addition the Department of Health and Human Services administers/manages
specific MaineCare benefits for members with mental retardation
or autism.
Intermediate Care Facility for persons with Mental Retardation (ICF-MR)
An ICF-MR provides a wide range of services that focus on active treatment is a residential setting. This program also
assures there are many other services and support in place to meet other needs identified in the person's plan of care.
BDS determines eligibility for this benefit.
Private Non-Medical Institution (Assisted Living Facility)
A residential group living arrangement that generally serves six or fewer residents. BDS determines eligibility for
this benefit.
Day Habilitation Services
Services and training that focus primarily upon behavior management and physical development. These services promote
self maintenance, physical fitness, self awareness, self motivation, and address sensory, motor and phychological needs.
Day Habilitation can be a very important service in supporting people to participate in their communities. BDS
determines eligibility for this benefit.
Home and Community Based Waiver Services for Persons with Mental Retardation (HCBW)
This is a federally approved alternative to ICF-MR services. It is intended to reduce the reliance on institutional care
in Maine. It offers a wide array of services that allow each person's unique needs to be planned for and addressed in a
community setting. BDS determines eligibility for this benefit. The most commonly used services in the waiver program
are:

Residential Training services: Offered only in a DHHS
licensed home, this service provides training and support
in areas such as activities of daily living, social and
adaptive skills, and community inclusion.

Personal Support Services:Services offer assistance and support in independent living. Also these services help the
individual cope with the demands at home and in the community.

Day Habilitation Services: These types of services focus on health and social services such as behavior management,
skills development, and physical development.

Supported Employment: This service provides ongoing support to those who need it in order to perform in a work setting
at the prevailing wage.

Other Waiver Services: The following are additional services available through the Waiver: respite care, environmental
modification, communication assessment, crisis intervention, and consultative services. (These services have limited
availability or specific criteria for eligibility.)
