Development of Phase 14 is anticipated to include the following: (1) excavation of topsoil and designated amounts of underlying soils; (2) construction of a liner and leachate collection system; (3) construction of perimeter berms and an access road; (4) construction of landfill gas and leachate transfer pipes to the existing on-site landfill gas and leachate management facilities; and (5) construction of stormwater management features including stormwater detention basins.

Application for Public Benefit Determination

The application is for a public benefit determination regarding a proposed expansion of the Crossroads Landfill in Norridgewock, Maine. In accordance with Maine laws and rules, the Commissioner must make a positive determination of substantial public benefit prior to the Department accepting an application for processing for a new or expanded solid waste disposal facility.

If approved, the proposed expansion to the Crossroads Landfill, known as Phase 14, will provide an additional 7 million cubic yards and approximately 15 years of disposal capacity. The Crossroads Landfill is owned and operated by Waste Management Disposal Services of Maine, Inc. (WMDSM)

July 30, 2018 - The Department will hold a public informational meeting at the Mill Stream Elementary School located at 26 Mercer Road in Norridgewock on August 30, 2018 from 6:00 to 8:00 PM. The purpose of the meeting is to inform the public of the proposed project and provide the public an opportunity to offer comments on the public benefit determination application in a public forum. Notice of the meeting will be published in the Morning Sentinel and will be sent to all interested persons at least 10 days prior to the meeting, in addition to being posted on this website.
