Member Biographies
Bill Carver, Chair, Union
Bill recently replaced Larry Winchester of Bangor as the underground storage tank installer representative on the Board of Underground Storage Tank Installers. Bill was appointed by the Governors office in October, 2008. Larry finished the maximum of two (2) consecutive three (3) year terms last January, but served until Bill stepped up to the plate to replace him. Bill is not new to the Board, since he previously held the tank installer’s seat prior to Larry relieving him. Bill was elected chairman at the Board’s January meeting, replacing Alison Smith. Bill is owner of Bill’s Pump and Tank Service in Union and lives on a small farm with family, dogs, and horses.
Kenneth Dixon, Andover
Ken was nominated to the Board on March 21, 2003 and represents the Fire Chief’s Association. Ken’s second term expired on December 31, 2008 and continues to serve until a replacement is found. Ken is the Fire Chief of the Andover Fire Department. Ken enjoys snowmobiling, motorcycling, fishing and hunting.
George Seel, Belgrade
George was nominated to the Board on February 17, 2000 and enjoys an unlimited number of terms as the representative of the Department of Environmental Protection. George enjoys fishing, hunting and kayaking.
Elwin (Scottie) Scott, Lewiston
Scottie replaced Paul Bosse of A.L. Doggett as the representative from the Maine Oil Dealers Association. Scottie was appointed by the Governors office in October, 2008. Paul’s maximum two (2) terms ended in 2006 and he continued to serve until Scottie agreed to step up to the plate. Scottie is president/owner of Simard & Sons, Inc. in Lewiston. Scottie enjoys spending time at his camp, hunting and spending time with his family.
Alison Smith, Portland
Alison was nominated to the Board on October 18, 2001, representing the public. Alison’s two (2) consecutive terms ended on December 31, 2008 and she continues to serve until a replacement is found. Alison enjoys swimming, reading, gardening and vermicomposting.
