Background

The West Old Town landfill was licensed by the Board of Environmental Protection on July 28, 1993 as a generator owned landfill for the disposal of pulp and papermaking residuals from the Old Town mill. It has also been approved to accept boiler ash from the Lincoln Pulp and Paper Mill in Lincoln (which is used to bulk the Fort James sludge), and burn pile ash from the City of Old Town transfer station. The licensed footprint of the landfill, including the accessory structures, is approximately 68 acres and is located on a parcel of land approximately 780 acres in size. The current estimated capacity of the landfill is 3.3 million cubic yards. The landfill began operation in December 1996, and cells 1 and 2 have been developed.

The West Old Town Landfill is currently owned and operated by the Fort James Operating Company (a wholly owned subsidiary of Georgia Pacific Corporation). Under the terms of Resolves 2003, Chapter 93, passed by the Legislature in June 2003, the State of Maine (through the State Planning Office) has entered into an agreement with Fort James concerning the acquisition and operation of the landfill. The Resolve authorized the State Planning Office to purchase the landfill from Fort James and select a long-term operator for the landfill through a competitive bid process. The State (through the State Planning Office) intends to purchase the landfill as authorized in the Resolve and to operate it for the purpose of addressing Maine solid waste disposal needs. The State Planning Office has awarded the operating contract to Casella Waste Systems, Inc.

The State Planning Office has submitted an application to DEP proposing to amend the existing landfill license to make specific design and operational changes at the facility in order to accommodate different types of waste and increased waste volumes.
