Notice of Draft Restoration Plan and National Environmental Policy Act (NEPA) Evaluation

The State and federal Natural Resource Trustees intend to provide funding totaling $800,000 to partially fund four restoration projects located within the Penobscot River watershed and habitat focus area as outlined in the Draft Restoration Plan and NEPA Evaluation. Funding for the restoration projects is the result of a settlement for oil spills that occurred at the former Chevron and Texaco marine oil terminal facilities on the Penobscot River in Hampden. The Trustees are proposing to provide partial funding for four restoration projects as compensation for injuries to the natural resources from these spills. The Trustees are seeking input on the Draft Restoration Plan and NEPA Evaluation from the public.

The Natural Resource Trustees are the Maine Department of Environmental Protection; Maine Department of Agriculture, Conservation & Forestry; Maine Department of Inland Fisheries & Wildlife; Maine Department of Marine Resources; National Oceanic and Atmospheric Administration and U.S. Fish and Wildlife Service.

The natural resources injured by the spills include intertidal riverine, wetland and floodplain habitats that support a variety of resident and migratory fish, birds and wildlife, including sea run fish. The selected projects included in this Draft Restoration Plan and NEPA Evaluation would benefit these species and their habitats.
