  • "CMR" is "Code of Maine Rules.
  • "CFR" is "Code of Federal Regulations"
  • "Chapter 532" are the draft rule for large commercial passenger vessels provided for in PL 2003, ch. 650.

Blackwater. Human bodily wastes and the wastes from toilets and other receptacles intended to receive or retain human bodily wastes. 38 MRSA 423-D(1)(A)

Coastal waters. Those portions of the Atlantic Ocean within the jurisdiction of the State and all other waters of the State subject to the rise and fall of the tide. 38 MRSA 423-D(1)(B)

Commercial passenger vessel. A large or small commercial passenger vessel. 38 MRSA 423-D(1)(C)

Conventional pollutants. The pollutants listed in 40 CFR 401.16. and 33 CFR 159.305.

Department. Maine Department of Environmental Protection.

Discharge. A release, however caused, from a commercial passenger vessel and includes, any escape, disposal, spilling, leaking, pumping, emitting or emptying. 33 CFR 159.302 and draft Ch. 532.

Environmental compliance records. Includes the Sewage and Graywater Discharge Record Book, all discharge reports, all discharge sampling test results, as well as other records that must be kept under this chapter. 33 CFR 159.302 and draft Ch. 532.

Graywater. Galley, dishwasher, bath and laundry wastewater. "Graywater" does not include other wastes or waste streams. 38 MRSA 423-D(1)(D)

Large commercial passenger vessel. A commercial passenger vessel that provides overnight accommodations for 250 or more passengers for hire, determined with reference to the number of lower berths. 38 MRSA 423-D(1)(E)

No-discharge zone. An area within coastal waters that has been designated by the United States Environmental Protection Agency pursuant to 33 United States Code, Section 1322, to be an area in which discharge of blackwater is prohibited. 38 MRSA 423-D(1)(F)

Note: "No Discharge Zone" (NDZ) and "No Discharge Area" (NDA) have the same meaning.

Priority pollutant. The toxic pollutants listed in 40 CFR 401.15. and 33 CFR 159.305.

Small commercial passenger vessel. A commercial passenger vessel that provides overnight accommodations for fewer than 250 passengers for hire, determined with reference to the number of lower berths. 38 MRSA 423-D(1)(G)
