  • EPA's TMDL Program (off-site)
  • 4/18/2000.  A National Wildlife Federation publication, "Pollution Paralysis II, Code Red for Watersheds" looked at TMDLs and efforts to address NPS (non point source) pollution. It summarized results for each state and nationally, and gave each state a letter grade indicating how well it was cleaning up its waterways. Grades given were A, B,C, D and F. No state in the lower 48 received an "A" ("Good"). Only 6 of the lower 48 received a "B" ("Improving").  Maine got a "B". See http://www.nwf.org/watersheds/paralysis/index.html
