Monitoring activity - What is he doing?

Secchi disc

He is collecting monitoring data using a secchi disk.  The round, black and white secchi disk, which is attached to a measuring tape, is lowered into the water and observed through a tube.  A measurement is taken just at the point the disk can no longer be seen.  This gives an indication of the transparency of the water.  This test is commonly performed by volunteer water quality monitors in Maine.
