General Permits
Atlantic Salmon Aquaculture General Permit
The Maine Department of Environmental Protection has initiated the process of renewing the Atlantic Salmon Aquaculture General Permit, which was issued on June 19, 2003 and is scheduled to expire on June 19, 2008. Public notice of the Department's intent to renew the 2003 General Permit was made in two newspapers on April 22, 2008. The 6/19/03 General Permit authorized discharges of certain pollutants resulting from the operation and maintenance of Atlantic salmon aquaculture facilities located in certain coastal waters in Maine .
Atlantic salmon aquaculture activities are conducted by placing native North American strains of Atlantic salmon in a system of one or more free-floating net pens moored in the open ocean. The fish are grown or maintained by adding fish food and, as necessary, medications to the water. The majority of discharges from a facility are expected to come from fish excrement and unconsumed feed. There are approximately 25 current finfish aquaculture leases issued by the Maine Department of Marine Resources. Of these, 23 are presently or have recently been in active use. The Department has approved a total of 12 Notice of Intent applications for coverage under the 2003 General Permit. As of January 2008, 12 facilities currently are operating or have operated with fish stocked in net pens during the preceding 12-months period.
The renewal process includes an opportunity for the public to comment on a draft permi. Comments must be received by the close of business on the 30th day following issuance of the draft renewal permit.

Frost Gully and Concort Gully
DRAFT Frost Gully and Concord Gully Bacteria Total Maximum Daily Load (TMDL) Report. Frost Gully and Concord Gully are located in Freeport, in Cumberland County, Maine and drain into the Harraseeket River and Casco Bay. Frost and Concord were placed on Maine’s 303(d) list for impairments due to bacteria, primarily due to unspecified sources of runoff. The goal of this TMDL assessment is to integrate bacterial sampling results, estimated stream flows and Bacterial Source Tracking results to understand the nature of the impairments. Additionally, this TMDL set water quality targets to assure compliance with Maine’s Water Quality Standards and provide a catalyst to restore the streams to meet those standards.

Hart Brook and Logan Brook
Draft Total Maximum Daily Load (TMDL) Reports for Hart Brook (DEPLW0850) and Logan Brook (DEPLW0852). Hart Brook, in Lewiston, and Logan Brook, in Auburn, are both located in Androscoggin County, Maine and drain directly to the Androscoggin River. Hart and Logan were placed on Maine's 303(d) list for impaired streams due to violations in aquatic life criteria, as a result of impacts from unspecified urban runoff. These TMDL’s use guidelines derived from the relationship between observed aquatic life impairments in Maine streams and the total impervious landuse in Maine watersheds. These TMDL’s set goals to achieve compliance with Maine’s Water Quality Standards and recommends using BMP’s to reduce the impact of impervious cover.

DRAFT Maine Statewide Bacteria Total Maximum Daily Load (TMDL) Report. This draft report will eventually apply to all bacterially impaired waters in Maine and with a specific application to the Presumpscot River. The goal of this report is to integrate existing bacterial results into a TMDL format that will facilitate activities to eliminate bacterial sources. The TMDL sets water quality targets to assure compliance with Maine’s Water Quality Standards and provide a catalyst to restore the streams to meet those standards.

Penjajawoc Stream and Meadow Brook
DRAFT Penjajawoc Stream and Meadow Brook TMDL, Bangor. In accordance with Section 303(d) of the Clean Water Act, and implementation regulations in 40 CFR Part 130, the Maine Department of Environmental Protection has prepared Total Maximum Daily Load (TMDL) reports for Penjajawoc Stream in Bangor and Meadow Brook (DEP-LW0867) in Bangor, Penobscot County. This TMDL reports estimate the current extent of impervious surfaces, the reductions in impervious surfaces and the application of general stream restoration techniques required to enable each stream to meet Maine’s Water Quality Criteria.

Prestile Stream (& Christina Reservoir)
DRAFT Prestile Stream (& Christina Reservoir), Aroostook County , Maine -Total Maximum Daily Load (TMDL) Report , Report # DEPLW0923. Prestile Stream and Christina Reservoir are located in Aroostook County and drains into the St John River and were placed on Maine 's 303(d) list of water bodies that violate State Water Quality Standards. The TMDL uses the Northeast AVGWLF Model to estimate non-point source loadings of nutrients and sediments and the reductions needed to restore Prestile Stream and Christina Reservoir to meet Maine 's Water Quality Criteria. The report describes the watershed and potential sources of pollutants in detail.
