The Regional Greenhouse Gas Initiative (RGGI) is an initiative to design and implement a flexible market- based cap and trade program to reduce carbon dioxide emissions from fossil fuel fired power plants in the Northeast. In addition to Maine, six states have signed an agreement to implement RGGI: Connecticut, Delaware, New Hampshire, New Jersey, New York and Vermont. Maryland will be a full participant in the process by June 30, 2007.

The Department of Environmental Protection (DEP) will be holding a series of public roundtable forums concerning the State of Maine 's participation in a regional greenhouse gas emissions cap and trade program, commonly referred to as the Regional Greenhouse Gas Initiative, or RGGI. RGGI will regulate emissions from fossil fuel-fired electric power plants, 25 MW or greater. It will also provide for other sectors, such as agriculture, forestry, waste management, manufacturing, commercial and construction, to benefit from the program.


Regional Greenhouse Gas Initiative (RGGI) Public Hearing Information

The Board of Environmental Protection held a public hearing on September 6, 2007 to hear testimony on the proposed Chapter 156: CO2 Budget Trading Program and Chapter 157: CO2 Budget Trading Program Waiver and Suspension. Chapter 156 CO2 Budget Trading Program which establishes the Maine component of the CO2 Budget Trading Program, which is designed to stabilize and then reduce anthropogenic emissions of CO2, a greenhouse gas, from CO2 budget trading sources in an economically efficient manner. Chapter 157: CO2 Budget Trading Program Waiver and Suspension this regulation finds the Commissioner the authority, exceptional circumstances, to waive or suspend requirements of the CO2 Budget Trading Program, 06-096 CMR Chapter 156.
