To Air-Inventory List:

The Emissions Inventory Program has discovered an emission factor error in approximately 2.5% of all records in the 2006 inventory data sets supplied to facilities. This error, created by the i-STEPS program, has resulted in the incorrect local emission factor being used when emissions are estimated using Emission Estimation Method 9, i-STEPS Calculated/Local Factor.

We have been examining all the data sets and can find no key as to the source of this error. As of now, it appears to be randomly affecting Source Classification Codes and pollutants.

We are advising all facilities who have yet to submit their data to double check their local emission factors when Emission Estimation Method 9 has been selected. If you received a Quality Assurance Report from the Department last year, you may check your emission factors against those on the 2005 Quality Assurance Report. If you did not receive a 2005 Quality Assurance report or you have misplaced yours, please contact me and I will send one to you.

If you have already submitted your 2006 Air Emissions Inventory, please know that we are hand checking all submissions for this error and will edit your submission should we discover this error. When errors are discovered, a specially marked, Quality Assurance report will be returned to facilities to recertify their inventory.

DOE is looking for your assistance in helping us to reach our goal of conducting 250 Save Energy Now industrial assessments in calendar year 2007.

A few changes have been made to the process, to both streamline and make it easier to qualify:

The threshold for qualifying for FREE assessments has been reduced to .3 Trillion BTUs, down from 1 Trillion; Group applications are no longer used, all facilities are treated individually since it is easier to qualify, making it simple for companies to get involved. If a facility applied last year and did not qualify, we encourage them to apply again!

ANY AND ALL COST SHARE REQUIREMENTS ARE LIFTED FOR PLANTS THAT ARE ABLE TO SCHEDULE AN ASSESSMENT WITHIN THE 2007 CALENDAR YEAR.

In addition, the following information isn't required when applying, but will result in faster scheduling for you:
* Type of system assessment: Process heating, steam, pumps, compressed air, or fans.
* Preferred assessment dates: Provide at least three available weeks or at least three periods of 3 days each. DOE understands that these dates are not firm, however, and that they can change at the plant's discretion.
* Any other relevant information you feel DOE may need for scheduling. This could include a preferred Expert; any training a visitor will need to enter your plant or plant floor; any wardrobe requirements; and so on.

Thanks for helping spread the word. We would like to perform 250 or more free and cost-shared assessments before 12/31/2007!
