Hello, everyone!
By now, you should have received the second of this year's 2005 Inventory
mailings. For those reporting criteria pollutants, its a BIG packet. Sorry
about that, but there is a lot we wanted to let you know about.
Just a couple of things in the mailing that I wanted to follow-up on:
(1) Greenhouse Gases - Maine DEP did complete backfilling all greenhouse
gas emissions and CO2, CH4, and N2O should be fully populated for all
combustion process units. We relied on information supplied by facilities
in 2004 to do the backfilling. We also created the facility-wide stack,
group, process unit and process unit emissions if you reported releases
of refrigerants or other ozone-depleting chemicals.If your facility had
used AP-42 greenhouse gas emission factors for the last couple of years,
then that is what you will find in your Satellite i-STEPS file. For facilities
which used the DEP-recommended factors, WE ARE USING
THE NEW DEP RECOMMENDED GREEENHOUSE GAS EMISSION FACTORS which you can find with the new DEP Greenhouse
Gas Calculation tool on http://www.maine.gov/dep/air/emissions/ghg-tools.htm.
As I said in the letter, these new factors are the result of more up-to-date
information and replace emission factors found in all previously released
GHG tools.If you have any questions, please call me.
(2) E-Mail Submission Guidelines are still being finished. We'll post them to the 2005 Inventory page (http://www.maine.gov/dep/air/emissions/2005.htm)as soon as they're ready.
(3) The NEW HAP Emission Factor sign-off sheets for combustion of residual, distallate and wood will be posted to the 2005 Inventory page early next week, not by this Friday as stated in the letter.
(4) Finally, did you know that there's a way to be alerted by e-mail when I post updates to the 2005 Inventory page? It's a great feature offered by the Maine.gov website!At the very top and center of the 2005 Inventory webpage (and many other DEP and Maine.gov webpages), you will see a series of links - "Agencies | Online Services | Web Policies | Help" and three small icons in the shape of the State of Maine. Run your cursor over the middle of the three icons (the one that has a clock) and it should say "Watch this page and e-mail me when it is updated." When you click that icon, you will be asked to log-in to your Maine.gov account and the page will be marked as a "(W)" or watch page. When I update the 2005 Inventory page, you will receive an e-mail and can check out the changes at your leisure. Don't have a Maine.gov account? They're free and allow you to tailor a page specifically to the information and sites you visit frequently. Give it a try!

(1) HAP Emission Factor Forms On-Line
The default emission factor forms for wood, distillate and residual oil
have been posted on the 2005 Inventory website at http://www.maine.gov/dep/air/emissions/2005.htm.
Most facilities received these forms a few weeks ago in their packet under
the cover memo entitled, "Alternative Method for Reporting Combusion
HAPs in the 2005 Air Emissions Inventory." We have now posted the
three forms on our website as editable Adobe PDF documents.
(2) "Where are my VOC emissions?"
We've received a couple of calls last week asking that very question. If you were using a VOC emission factor that was from the previous AP-42 table in i-STEPS (Emission Estimation Method 8), then you may find that factor is now missing. You are, however, probably finding a new pollutant, TNMOC - Total Non-Methane Organic Compounds, with a similar, if not the same, emission factor value you used for VOC.
Total organic compounds(TOCs)include VOCs, semi-volatile organic compounds, and condensable organic compounds. It appears that for some SCCs, EPA's new version of the FIRE database breaks down organic compound emission factors into TOC, Methane and TNMOC. In general, Total Organic Compounds(TOC) = Methane (74828) + Total Non-Methane Organic Compounds (TNMOC).
We also spoke with Licensing Engineers Lynn Ross and Mark Roberts about this question. When there is no factor in AP-42 specifically listed for "VOC," the Licensing Engineers said that TNMOC is an acceptable equivalent for VOC where methane is not a significant portion of the emission.
So, what should you do? Nothing. We'll flag records where we have process unit emissions for both TNMOC and VOC (it's usually the VOC record that is no longer supported) and have them reviewed during the QA process. When we ship your facility data to EPA, we will make the TNMOC - VOC linkage where appropriate.
If you have specific questions about VOC emission factors or the assumptions
used when setting your license limits, please contact your Air Licensing Engineer.

To air-inventory list:
Maine DEP has been getting sporadic calls about errors with Satellite i-STEPS
when importing data. These errors range from re-indexing immediately upon
import to causing the program to crash during import because i-STEPS cannot
locate a sys.dbf file. We've been able to replicate these errors, but at
this point, don't have a real solution. The errors seem confined to importing
files into a Satellite i-STEPS program that has no other facilities already
loaded (the situation for the vast majority of our users). For those editing
multiple facilities, it's unlikely that you'll see this problem when loading
the second or third facility. The errors don't seem to affect the data
within the file or further functioning of the editing or exporting capabilities.
Even when the program crashes upon import, the data is imported correctly
and is fully functional.
As you're deleting, loading patches and importing a new dataset, please
don't forget these basic rules:
* After deleting your previous year's facility data, remember to Index/Pack
(Toolbox > Utilities > Index/Pack).
* After installing the Satellite i-STEPS patch and importing your new data
set, we recommend running the Rebuild Views (Toolbox > Utilities > Rebuild
Views)
* And, whenever Satellite i-STEPS crashes, remember to run the MAINT01.exe
file found in the C:\i-sat5\ directory. The data directory is C:\i-sat5\data\.
We're continuing to try to identify more commonalities to these errors.
Anyone having problems with Satellite i-STEPS should feel free to contact

Greetings!
We have a couple of errors to bring to your attention. We apologize for these errors and ask for your continued patience as we put inventory consolidation to real world tests.
(1) Inconsistent SCC Unit and Emission Factors - We have discovered a problem with SCC 10200903 - External Combustion Boilers - Industrial; Wood/Bark Waste; Wood-fired Boiler (> 50,000 lb Steam). When choosing this SCC, i-STEPS defaults users to express throughput in TONS WOOD BURNED.
Unfortunately, all the emission factors contained in the new SCC table are expressed in LB/MMBTU. Wrong emission factors = wrong emissions. This error affects all pollutants - CAP, HAP and GHG.
If you are using this SCC, you may (1) override the standard SCC units and express throughput in MMBTU or (2) change all the emission factors to LB/TON WOOD BURNED by multiplying the emission factor provided by the MMBTU/TON value of the wood. Each calculated emission factor then needs to be entered as a Local Factor (9).
Please contact either Becky Hodsdon or Tammy Gould if you are using SCC
10200903 and we will be happy to discuss these options in detail.
(2) CAS Number error in Consolidated Pollutant List - Two CAS Number errors were made in the Consolidated Pollutant List we had posted on our website.
The file, 2005PollCodes.xls (2/3/06), has been replaced by a file of the same name, dated 3/16/06.
The errors are: Benzo(a)pyrene - Correct Poll Code/CAS Num: 50328
Benzo(e)pyrene - Correct Poll Code/CAS Num: 192972
Please correct your copy of the 2005PollCodes.xls or download the new file.
(3) Detail Report Printing Error - We have been advising facilities to use the last page of the Detail Report as their facility's emission synopsis and as part of their certification statement. It was brought to our attention this week that the last page of the Detail Report is not printing all pollutants and emission totals. Specifically, for facilities with more than 50 HAPS, the last page of the Detail Report prints only the first 50 HAPS and no others. We have contacted MACTEC and are seeking immediate help from our contractor to fix this problem. We will relay further information through the Listserve about this problem and work-arounds or solutions as they become available. If significant enough, we will conduct an additional mailing to facilities.

(2) Industrial Waste Water Treatment plants and landfills For industrial landfills and waste water treatment works, even though these emissions tend to be fugitive, these emissions still need to be reported. To do this, you need to create a separate I-Steps group and process unit for these parts of your facility.

Following the HAP Inventory Training Programs in Bangor and Portland, there were many questions regarding the reporting of HAPs in the 2005 Emissions Inventory. Past guidance from the Department and assumptions made by the facilities seemed at odds with current interpretions. Add to that mix, language within the rule that was somewhat unclear, a desire to leverage i-STEPS to more easily calculate combustion HAPs for this and future inventories, and a need to have facilities prepared for the July 1 reporting deadline, and we found ourselves having to 're-think' the 2005 HAP inventory and to write inventory guidance much later within the inventory cycle that we would have liked.
HAPs are an extremely important inventory. The results of a "bad" HAP inventory linger because we collect HAP data only every three years.
However, we could also not ignore the genuine concerns expressed by our reporting facilities.
Therefore, we are issuing additional HAP inventory guidance today to clarify our position regarding the "in-for-one, in-for-all" concept; incidental HAP uses; and establish a path for our facilities to follow to meet their 2005 inventory obligations. The full policy document may be found on our ftp site at:
ftp://ftp.state.me.us/pub/dep/Air-Inventory/FAQ_Inventory_2005_v7.doc. The document will be posted to the 2005 Inventory website later this week.
Of particular note to facilities will be Question 3.
>3. If my facility emits one HAP above the applicability threshold in
Chapter 137, should I report all HAPs, even if the rest are below the threshold?
Answer:
>Maine DEP's intent when crafting Chapter 137 was to have each facility,
once a determination was made that one HAP exceeded its applicability threshold, to then report on all HAPs at their facility. This is similar to how criteria air pollutants and greenhouse gases are reported. However, there has been a great deal of confusion on which HAPS and what amounts are required to be reported. This confusion has arisen from both the way Chapter
137 is written and to the way it has been interpreted by facilities and DEP over the years.
>Recognizing that we are a few weeks away from the July 1 reporting
deadline, we have decided to issue guidance specific to this inventory cycle. Therefore, for the 2005 Inventory only, the Department is requiring sources to report:
>a) Non-Combustion HAPs: Only those HAPs that exceed the applicability
thresholds established in Chapter 137. This policy is consistent with how the rule had been interpreted and implemented in prior inventory years. If in previous years you reported certain HAPs in amounts below the applicability thresholds, we would encourage you to continue that practice.
>b) Combustion HAPs: All HAPs for which a generally available emission
factors exist, whether those emissions exceed applicability thresholds or not. DEP is facilitating this process by offering both lists of acceptable emission factors and staff assistance to enter those factors into Satellite i-STEPS. Facilities are encouraged to use site-specific testing or emission factors, where available.

Please note the following minor corrections to "Default Emission Factors for Calculating Hazardous Air Pollutants from Combusion of Wood Fuels" (DEPAQ21 A2006).
(1) There are two emission factors for 2,4-Dinitrophenol. The first factor, 4.23E-06, is a controlled emission factor and the second factor, 1.62E-06, is an uncontrolled factor. Please place a line through whichever factor you are NOT using.
(2) Some of you may find that Satellite i-STEPS does not accept the Pollutant Code for Cadmium, 7440439. For this pollutant, pleas use the Help pick list by pressing F1 or the ? button on the button bar. You will see an entry for "Cadmium; 7440439" on the list.
(3) The correct Benzo(b+k)fluoranthene is 102, NOT 56832736.
(4) There are two listings for Methylanthracene, mixed isomers, 26914181.
This is simply a duplicate and the second should be ignored.

The Eastern Climate Registry (ECR) is a multi-state registry effort undertaken by ten states in the eastern U.S., including Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Pennsylvania, and Vermont. The goal of this effort is to develop a climate registry that standardizes best practices in data reporting and management, establishes a set of common quantification protocols (based on the GHG Protocol Corporate Standard), and supports a common software platform.
We have finalized the Registry's voluntary reporting requirements based on stakeholder feedback and are now completing the design of the ECR software program. Before we begin to work with other states to develop a broader multi-state registry and share our software platform, we want to ensure that this product meets companies' needs. We would like to work with a few companies that have prior experience in GHG accounting and reporting and can road test the software to help determine:
* if it yields results similar to your company's internal inventory systems
* if there are additional features in the content or design that would make the system more useful and effective to serve your company's quantification needs
Our goal is to develop a comprehensive system that is user-friendly and flexible, that supports different methodologies and sector-specific calculations and facilitates data exchange between different programs or databases. We want the system to accommodate companies' internal needs while also serving the multiple objectives of state climate programs.
We would very much appreciate your assistance in testing the ECR software platform and reviewing your feedback on its functionality.
Please let us know if you are interested. If so, we will follow-up with a scope of work and associated confidentiality agreement. External testing of the system will take place during the month of October. Feel free to contact me with any questions or comments you may have.

Subject: air-inventory Maine DEP Receives Grant to Develop New Emissions Inventory Software
I am so very pleased to announce that on October 4, the Department was notified that it had been awarded a $500,000 grant from U.S. EPA's Exchange Network Grant Program to develop new web-based, air emissions inventory reporting system. The purpose of this new system will be to speed the collection of point source, criteria,and hazardous air pollutant emission data and greenhouse gas emission information through the use of a web-based reporting tool, to integrate the facility information of EFIS, and to improve the National Emissions Inventory data flow from Maine by expanded use of the Maine Exchange Network Node.
In the past year, the Department has held informal meetings with stakeholders and seen demonstrations of software solutions currently available. Over the next few months, the Department will further define its needs and develop an RFP, due for release in early 2007. We expect to solicit input and meet further with facility representatives during the design and implementation phases. We will also be seeking volunteers to assist with various testing phases.
i-STEPS will continue to be the reporting software for the next two inventory cycles, with the new, web-based system expected on-line for the 2008 inventory due in early 2009.
