Subject: Satellite i-STEPS Patch for 2005 Air Emissions Inventory
A software patch for Satellite i-STEPS, version 5.0.364, has been posted to DEP's website, ftp://ftp.state.me.us/pub/dep/2004ISTEPS/. The patch updates the SCC (Source Classification Code) table, the Pollutant Code tables, and the Emission Factor tables to EPA's FIRE 6.25. This patch is required to successfully complete your 2005 consolidated air emissions inventory.
This software patch is packaged as a self-extracting, executable zip file which will extract and overwrite six files in your c:\i-sat5\ directory. The patch file is named satpatch05v2.exe. If your network security does not allow you to download files with an .exe file extension, the patch is also available as satpatch05v2.nnn. Facilities should download the .nnn version, and rename the file extension to .exe.
Download the patch file to your local computer (Desktop, preferrably) by right-clicking on the file and selecting Copy to Folder... or Save File As... Double-click on the downloaded file. The WinZip Self-Extracting Program is set to automatically place files in c:\i-sat5\, the default directory for Satellite i-STEPS installation. If you have installed Satellite i-STEPS in a directory other than c:\i-sat5\, you will need to change the extraction location to your Satellite i-STEPS installation directory. After running the patch, you will receive a message "6 file(s) unzipped successfully." Select Close to exit the program.
The Satellite i-STEPS contractor, MACTEC, has NOT updated the download file which you find at http://sat.i-steps.com/. The only way to get these new tables is to apply the software patch available from the DEP's ftp:// site. FIRE, EPA's emission factor database, is now on-line! We're pleased that EPA has made this move, as many facilities did not want or need to install the software.
The FIRE database is searchable by SCC or process. Current and revoked emission factors are listed with many information icons which explain codes.
The link is in the e-mail below. We'd encourage all of our facilities to visit and use the site.

The Factor Information Retrieval (FIRE) Data System is a database containing both rated and unrated emissions factors. FIRE contains 17,130 AP-42-rated factors, as well as approximately 4,400 unrated emissions factors that EPA recommends for use. FIRE also contains a list for source classification codes, and information about industries' operating systems, processes, and chemicals emitted. FIRE incorporates new or revised emission factors from AP-42.
The Emissions Factors Policy and Application Group (EFPAG) has converted the
existing database program to a web-based application (WebFIRE) to allow FIRE
to be updated more frequently (the factors in WebFIRE have not been
updated.) The web address is http://cfpub.epa.gov/oarweb/index.cfm?action=fire.main WebFIRE
will keep pace with updates to the Compilation of Air Pollutant Emission Factors,
AP-42, as well as allow for the addition of new SCCs and emissions factors
for use in the EPA's National Emissions Inventory. Also, EFPAG will be upgrading
the existing website from a static to an interactive mode. Future plans for
this newly-designed website include: (1) the ability to collect, screen, and
adapt emissions data from the Electronic Reporting Tool (ERT);
(2) calculate average emissions factors; and (3) provide individual users
with guidance on how to apply site-specific emissions factors that reflect
uncertainty associated with a specific program application.
WebFIRE will also include the means to distribute new emissions factors, guidance, and procedures.
Even though EPA is currently in the process of developing these future features of WebFIRE, this version supersedes the software version and the Microsoft Access version(http://www.epa.gov/ttn/chief/software/fire/index.html) currently on the web. These versions of FIRE will remain on the website for informational purposes only.
Please note that this is a Beta version of WebFIRE and we are looking for comments. Please feel free to suggest changes to the design or additions to the application that would make it more useful and intuitive. The WebFIRE page includes a form for comments. The comments will be collected by the Info CHIEF Help Desk.
