Maine Version of Satellite i-STEPS software
In 2006, Maine DEP commissioned MACTEC to develop a Maine Version of the Satellite i-STEPS software program. This version allows for the reporting of greenhouse gases and hazardous air pollutants, as well as includes changes to several code tables and reports. All reports should be using this version - identified as version 5.0.450 - for inventory reporting for years 2005 and later.

Data Files for the 2008 Annual Air Emissions Inventory
The data sets, listed below, began as your 2007 annual emissions inventory. The following changes were made to prepare the data sets for the 2008 emissions inventory:
- All existing hazardous air pollutant records were deleted.
- Fuel-burning process units were identified by SCC (Source Classification Code) and Process Unit Emission records (pollutant)were created for the thirteen hazardous air pollutants now required to be reported in the triennial inventory. Maine DEP has placed its default HAP emission factor in the record as a placeholder. Facilities may choose to use the default HAP emission factors or provide an alternative emission factor or means of estimation.
- Hazardous air pollutant records have NOT been pre-populated for non-fuel burning processes. Facilities will need to add these records. Additionally, if a non-combustion, hazardous air pollutant exceeds the threshold in Chapter 137, Appendix A, then emissions of that pollutant may need to be reported for fuel-burning process units and pollutant records added, where appropriate.
- Greenhouse gases no longer reportable under Chapter 137 have been deleted. You can find the new list of reportable hydrofluorocarbons and perfluorocarbons here.
- Emissions from groups and process units which are not included in your air emissions license and which may be considered "insignificant activities" have NOT been deleted. Facilities may choose to not report emissions from those units or delete them. These non-licensed units will be deleted before commencement of the 2009 inventory cycle.
- New fields were added for the Emissions Contact and Senior Management Official e-mail addresses on the Facility General page. Also, new fields were added to track EPA's new identifcation system numbers on the Facility General, Group/Area and Stack Parameter pages.
- Finally, changes to your 2007 submission, as a result of the Quality Assurance process, have been incorporated from all certified changes returned to our office by or before March 6, 2009. Changes returned to the Department after that date may not be reflected.
All fifteen files needed for Satellite i-STEPS are enclosed in a single, password protected, self-extracting zip file. As in previous years, all zip files are named with the state and county FIPS code and facility identification number as found in Satellite i-STEPS. You should have received a letter in the mail in March with your facility's data file name and password. If you need your data file name and password, please send your request to emissionsinventory@maine.gov.
