Home > Emergency Unemployment Benefit Reimbursement Fund Public Law 2009, Chap. 33 Emergency Unemployment Benefit Reimbursement Fund Public Law 2009, Chap. 33The Governor and Legislature provided a one-time General Fund appropriation of $600,000 in fiscal year 2009-10 to the Emergency Unemployment Benefit Reimbursement Fund within the Department of Administrative and Financial Services to reimburse eligible direct reimbursement employers for the cost of extended benefits paid as a result of temporarily adding an alternative methodology for determining when extended unemployment benefits are paid. Temporarily adding an alternative methodology for determining when extended benefits are paid will increase unemployment compensation costs to the State and local units of government, with some exceptions, as direct reimbursement employers. It is expected that, given the timing of this legislation and the process in which direct reimbursement employers are billed by the Department of Labor, these costs will be reimbursed in fiscal year 2009-10. This alternative methodology will apply retroactively to February 17, 2009 and will continue through the week ending December 12, 2009 or 3 weeks prior to the last week in which this provision is authorized by the American Recovery and Reinvestment Act, whichever is latest. Period of eligibility – Extended Unemployment Benefits for employees occurring February 17, 2009 through January 1, 2010. Eligible Employers – Those employers who provide direct reimbursement must demonstrate payment of their obligations to the Unemployment Compensation Fund. School administrative units are not eligible employers. Documentation Required – To begin the process for requesting funding, an eligible employer must 1. complete and submit the “Emergency Unemployment Benefit Reimbursement Fund Form”; 2. provide an Assessment for Benefit Payments invoice issued by the Maine Department of Labor; 3. provide proof of payment (canceled check); and 4. certify that the employees are not employees of a school administrative unit. This information will be used to confirm eligibility of employees for extended benefits. Reimbursement will only be provided as set forth in Public Law 2009, Chap. 33. The Department of Administrative and Financial Services may consult with the Department of Labor, as needed.
