The mission of the juvenile facilities is to provide treatment and services within a safe, secure environment that enables youth to develop pro-social skills and competencies promoting public safety by reducing the likelihood of re-offending.
The Mountain View Youth Development Center, located in Charleston, Maine, is a 133-bed, secure juvenile facility that detains male and female juvenile offenders and male committed offenders from 11 to 21 years of age, with the majority being 16-19 years old. The facility serves the northern, eastern and central regions of the State of Maine, to include fourteen counties: Androscoggin, Aroostook, Franklin, Hancock, Kennebec, Knox, Lincoln, Oxford, Penobscot, Piscataquis, Sagadahoc, Somerset, Waldo, and Washington.
Construction of the original detention facility (Northern Maine Juvenile Detention Facility) began in 1996 adjacent to the Charleston Correctional Facility . Opening on January 5, 1998, with a 40-bed capacity, this secure facility replaced the use of county jails within the ten counties as the primary detention location for juveniles pending court action prior to sentencing, and for brief periods of confinement known as “shock sentences”.
In February 2002, the programs, services, and physical plant were expanded and reorganized into the current modern facility now known as the Mountain View Youth Development Center. The expanded capacity now accommodates 133 beds, which include detention, shock sentences, and long-term committed residents sentenced to indeterminate periods of confinement.

The Board of Visitors & Friends of Mountain View meet on the second Tuesday of every other month. FMV is 3-4 pm; BOV is 4-5:30 p.m. Last met on May 13, 2014. Please see below for the schedule:
