MRSA § 8051-B requires an agency to disclose timing
and funding constraints in negotiated rulemaking processes
(process convened to develop agreement on draft negotiations).
This is good practice in any consensus. The agency should
inform participants if there are any factors, including funding
constraints, that will limit the time or resources available
to complete the process.
