RFP research and technical assistance regarding Maine broadband capacity building plan

The ConnectME Authority has been awarded $5 million through the State Broadband Data and Development Program with match provided in the amount of $1.3 million. This funding will be used to identify broadband in unserved and underserved areas, plan broadband expansion throughout the state, build broadband capacity and increase digital literacy through technical assistance. To identify the underserved and unserved areas of the state and to plan broadband expansion, the ConnectME Authority has awarded contracts to James W. Sewall Company for the Mapping and Planning Projects. The ConnectME Authority is partnering with the State Planning Office to administer the Broadband Capacity Building Project and partnering with the Department of Education to administer the Technical Assistance Project. All projects will be working closely together to leverage information and resources in the most efficient manner.

Through the Maine State Planning Office, the state will convene a broadband capacity building task force and manage the creation and implementation of a statewide plan to address broadband challenges. The state will integrate the broadband capacity building activities into existing state activities, including the Quality of Place initiative, Mobilize Maine, and Health Information Technology projects.

The State Planning Office will work with the firms currently mapping the state’s existing broadband resources and levels of usage, convene and manage a statewide capacity building task force, develop and maintain a web-based clearinghouse of broadband projects and activities, plan for two statewide conferences on broadband use and its potential for promoting social and economic growth and prepare a state broadband capacity building plan.

The purpose of this RFP is to solicit assistance in the preparation of this plan. The State Planning Office anticipates that this assistance will begin in the February or March of 2011 time period and continue for a period up to 36 months.
