sincere appreciation to Kathleen A. Dugas, L.P.N., who served
on the Board from July, 1992 through August, 2002.. Kathleen's
commitment and dedication to the public welfare greatly enhanced

Charyl Kelley, L.P.N. Was appointed to the Board of Nursing
by Governor King. She fills the vacancy reserved for a licensed
practical nurse. Charyl is employed as a LPN at Seventy-Five
State Street in Portland.
Nurse
Licensure Compact Update
There are now 18
states that have joined the "Compact." These states
are: Arkansas, Arizona, Delaware Idaho, Indiana, Iowa, Maine,
Maryland, Mississippi, Nebraska, North Carolina, North Dakota,
New Jersey, South Dakota, Tennessee, Texas, Utah and Wisconsin.
(Of these, ND, NJ, IN and TN recently joined and have not
yet set effective dates).
Mutual recognition,
multistate licensure and interstate practice are all terms
that refer to the same concept which is to allow a nurse to
obtain one license in the state of legal residence which grants
a multistate privilege to practice across state lines, provided
that the other state is also in the Compact.
The key is that
you must be a legal resident of the state in order to have
the multistate privilege. For example, if a nurse's legal
residence is New Hampshire and she works in Maine, that does
not entitle the nurse to use her Maine license to work in
o
other Compact states. She must be a legal resident of Maine.
She may still hold the Maine license but can practice ONLY
in Maine.
Delegating
Effectively: Working Through and With Assistive Personnel
This comprehensive
training program is designed to help nurses and nursing students
review and learn how to master delegation skills. It outlines
a step by step approach to insuring the best way to achieve
positive client outcomes by working effectively through and
with others, specifically assistive personnel.
The facilitation
program describes the benefits of effective delegation and
teaches and traces the delegation process along with the five
"rights" of delegation. Learner activities will
assist the instructor in exploring the gray areas of delegation
with learners and help them evaluate their delegation skills.
The Delegating
Effectively program includes a video, overheads, facilitator's
notes, interactive learning exercises, detailed references
and resources.
The National Council
of State Boards of Nursing developed this educational program
for use by nurse educators and managers in a variety of academic
and clinical settings. This program is for every nurse in
every practice setting at every level of practice.

Maine
State Board of Nursing President Receives National Award
The National Council
of State Boards of Nursing presented the Exceptional Leadership
Award to Richard Sheehan,R.N. at the organization's annual
meeting in California on August 16, 2002. The Exceptional
Leadership Award is a national award given to an individual
who has made significant contributions to the Council and
to the profession of nursing by serving as a leader for his
or her member board and by being an active participant in
activities of the National Council of State Boards of Nursing.
Dick Sheehan is the Chief Nursing Officer at Southern Maine
Medical Center in Biddeford.

Practice Nursing
In May, 1998 the
Board's office began its "renewal of approval to practice"
process for all advanced practice registered nurses (APRNs)
with a Maine license. All APRNs are required to renew their
approval to practice in their advanced practice category at
the same time the renew their registered professional nursing
licenses. If you have been approved to practice as a CRNA,
CNM, Nurse Practitioner or Clinical Nurse Specialist and have
never received an application to renewaaa your advanced practice
approval, please call the Board office. Contact: Virginia

Utilization
of the Newly Graduated APRN
Imagine this situation:
A clinic in Maine hires a recently graduated nurse practitioner
student before she receives an approval to practice authorization
from the Maine State Board of Nursing. The clinic puts her
to work seeing patients in an advanced role as part of her
"orientation" with full knowledge that the nurse
has only her registered professional nursing license.
Appropriate utilization:
Registered professional nurses are required to hold a current
Maine advanced practice approval to practice letter to practice
as a clinical nurse specialist, nurse practitioner, nurse
anesthetist, or nurse midwife. There are a few specific exceptions
to this:
1. A RN may learn advanced practice clinical skills and practice
under academic supervision as an enrolled student training
for their initial or postmasters certificate or degree.
2. A RN licensed in Maine seeking an advanced practice position,
who is educationally qualified for the position, may do orientation
that is not clinical in nature (reading manuals, etc.) and
does not require advanced clinical judgment or representation
as an APRN. If the applicant does not meet approval to practice
requirements , the employer must be notified immediately and
