Description of MaineCare Katie Beckett Eligibility Option:
Katie Beckett is a MaineCare eligibility option for children with serious health conditions. To be eligible under the MaineCare Katie Beckett eligibility option, a child must:
- Be age 18 or younger;
- Not be eligible for MaineCare in another group;
- Meet the Social Security definition of disability;
- Not be living in a hospital, nursing facility, psychiatric hospital, or intermediate care facility for people with mental retardation but need the level of care they provide. Note: The cost of providing care outside of one of these facilities can not exceed the annual cost of institutional care needed by the child.

HIFA (Health Insurance Flexibility and Accountability) Waiver & Amendments
- February 2002 - DHHS (Department of Health and Human Services) submitted a HIFA waiver to CMS (Centers for Medicare and Medicaid Services) to expand coverage to non-categorical adults (childless adults).
DHHS has submitted several amendments to the HIFA waiver regarding children receiving coverage under the MaineCare Katie Beckett eligibility option.
- April 2004 - DHHS submitted an amendment requesting approval to charge Katie Beckett families premiums and to waive 12 months of continuous eligibility for Katie Beckett children.
- August 2004 - DHHS submitted a second amendment requesting approval to eliminate retroactive coverage for Katie Beckett children.
- February 2005 - DHHS submitted a third waiver amendment requesting approval to establish a 3 month waiting period before Katie Beckett children can re-enroll in MaineCare if families drop private health insurance, waive Katie Beckett children's participation in the MaineCare Private Health Insurance Premium benefit, and revise the premium schedule submitted in the April 2004 amendment.
Note: Only the third waiver amendment is posted because it incorporates the requests included in the first and second amendments. In the amendment, TEFRA children means Katie Beckett children.
