The Deputy State Auditor

Richard H. Foote, CPA

Richard H. Foote has held the position of Deputy State Auditor of Maine since 1988. He is a Certified Public Accountant and received his Masters Degree in Accounting from the University of Hartford in 1975.

Before joining the State Department of Audit he had over 20 years of management and auditing experience including positions as Senior Auditor for an international public accounting firm; Internal Auditor for a group of banks in Maine; and Manager of Internal Auditing for a stockholder owned multi-state water utility company headquartered in Portland, Maine.

Mr. Foote has developed training programs designed to strengthen cash handling procedures for municipalities; been a frequent speaker at national, regional and State conferences; and is an Adjunct Faculty member of the University of Southern Maine where he teaches Internal Auditing. He is an active member of the Maine Society of CPAs, and the Downeast Maine Chapter of the Institute of Internal Auditors where he served as Chapter President.
